SMEC IN CHINA

SMEC's first project in China was the World Bank funded Lubuge hydro-electric project in Yunnan which was designed and constructed between 1982 and 1989. Since then SMEC has undertaken a wide variety of projects and assignments in more than a dozen provinces in transport, water resources and energy. Technology transfer has always been central to SMEC's Chinese operations which have featured extensive technical training in China, Australia and third countries as well as assistance with many visiting delegations at national or provincial level. SMEC is closely involved with the development of institutional capacity in China and the introduction of modern management practices.

Recent projects include:

MOFTEC HRD & TRAINING PROJECT (2000-2001)   

Provision of a series of training workshops in both China and Australia to  provide a solid foundation for the development of revised HRD systems  within the Ministry of Foreign Trade and Economic Cooperation (MOFTEC).   

NATIONAL HIGHWAY IV, HUNAN PROVINCE   

Construction of 109.8 km of minimum four lane standard expressway from  Linxiang to Changsha.   

HEFEI TO ANQING EXPRESSWAY PROJECT, ANHUI PROVINCE (1998-2003)   

Construction of a 154 km 4-lane divided carriageway expressway between  Hefei and Anqing.

Tri-Provincial Highway Project, Inner Mongolia (1999-2003)

Construction of two major highways with a total length of more than 160 kilometres

National Highway 2 Project, Guangdong (1999-2002)

A 109 kilometre long four lane highway forming part of the Bejing to Zhuhai Expressway

Institutional Strengthening of the Huaneng Group (1999)

Development of a strategic plan for organisational reform and capacity building within China Huaneng Group

North East China Flood Damage Rehabilitation Project (1999)

Assessment of flood damage in Heilongjiang and Jilin provinces and Inner Mongolia Autonomous Region and preparation of a rehabilitation project

North East Power Transmission Project (1998-2000)

Construction of 725 kilometres of 500 kV transmission line linking Liaoning, Jilin and Heilongjiang provinces

Hebei Provincial Highway Project, Hebei (1994-1999)

Construction of a 216 kilometre four lane expressway linking the provincial capital of Shijiazhuang with Anyang

China Disease Prevention Project - Health Promotion Program (1997-1999)

SMEC was the project manager for a major World Bank project to develop and disseminate national strategy, policies and programs for the prevention of non-communicable diseases and injury in seven large cities as well as part of Yunnan province

Ertan Organisational Restructuring and Financial Management Systems Project, Sichuan (1996-1999)

Detailed review of the functions and operations of the Ertan Hydropower Development Company including organisational structure, management information systems, staffing capabilities and efficiency as well as best practice management standards
