TRADE AND INVESTMENT PROMOTION UNIT PROJECT (1996-2001)

Client:  Australian Agency for International Development (AusAID)

The project involves institutional strengthening within the Department of Trade, Commerce and Industry (DTCI) aimed at the establishment of a unit dedicated to the promotion of trade and investment opportunities in Samoa.

The scope of services for the project include a review of organisational structure and operations of DTCI; technical assistance and training to develop and strengthen the capacity of DTCI to undertake trade and investment promotion, to carry out research and analysis of the local and international investment environment, and to improve promotion through investment attraction documentation and trade promotion missions; and coordination with other related projects sponsored by various international funding agencies.

CUSTOMS DEPARTMENT MANAGEMENT AND TECHNICAL STRENGTHENING PROJECT (1996-2000)

Client:  Australian Agency for International Development (AusAID)

The project involves a program of management and technical assistance to the Customs Department with a goal of improving its efficiency and effectiveness in delivering the Government's revenue and community protection programs.

As Managing Contractor, SMEC is responsible for overall project management including management  strengthening inputs aimed at improving corporate management planning and accountability, human resource development and financial practices; and technical strengthening inputs to enhance core Customs functions, including the acquisition of the UNCTAD Automated System for Customs Data (ASYCUDA), and office renovation and refurbishment.

PUBLIC WORKS DEPARTMENT INSTITUTIONAL STUDY PHASE 2 (1996-1997)

Client:  Public Works Department


The project involved the development of a specific plan to reform and restructure the existing organisation of PWD to provide it with the capability to effectively manage the national road system and associated infrastructure. It followed an earlier phase which involved an institutional review of PWD and identification of options for future development. 

SMEC's services included the review of PWD ordinance and other legal and statutory obligations governing its operations, preparation of a 3-year rolling expenditure program of works and operations, and quantitative analysis of work and staffing needs including detailed analysis of budget implications. In addition, as lead consultant for the study, SMEC's services encompassed a review of Phase 1 recommendations, corporate planning, review of cost recovery mechanisms, definition of PWD reform options and staffing structure, and preparation of a project design, including costing and implementation schedule, for the reform of PWD involving a 5-year program with an estimated cost of US$ 4 million.

PUBLIC WORKS DEPARTMENT INTERIM ASSISTANCE PROJECT (1995)

Client:  Overseas Projects Corporation of Victoria / Australian Agency for International Development (AusAID)

The project involved the provision of specialists to work within PWD to provide advice and assistance in the management and control of the Department in the period leading up to the implementation of activities and reforms resulting from the future World Bank Institutional Strengthening Study.

SMEC provided a Workshop Management Specialist with initial responsibility of managing the Mechanical Division comprising of the workshop, stores and plant pool. Services also included the training of management staff, implementation of a performance management system, preparation of asset management policies and strategies, upgrading of the Division's computerised financial management system, and the conduct of technical seminars.

PUBLIC WORKS DEPARTMENT ASSISTANCE PROJECT (1989-1994)

Client:  Australian Agency for International Development (AusAID)

Technical assistance to strengthen the Mechanical Workshop, Plant and Transport Pools of the Public Works Department to achieve a viable and self sufficient plant management organisation.  Services included the upgrading of workshop facilities; establishment of a training centre; implementation of a major equipment rehabilitation program; upgrading of maintenance management practises through the provision of training courses, practical training and the introduction of a computerised maintenance management system; provision of management training including the introduction of strategic planning and quality management; and the procurement of new  workshop equipment, spare parts and materials to the value of $6.0 million.

LEPA - LALOMANU ROAD PROJECT (1993-1994)

Client:  Asian Development Bank

Feasibility study for the construction of a road on an escarpment between Lepa and Lalomanu to allow relocation of villages from the existing coastal road to higher ground.  The study considered social, economic and  environmental factors as well as determination of optimal alignment and engineering feasibility.

SAVAI'I ROAD RECONSTRUCTION PROJECT (1990-1993)

Client:  Public Works Department

Following on from the earlier design phase, SMEC provided supervision services for the construction and rehabilitation of 70 km of rural road on the east and north coast of Savai'i, including associated bridges and foreshore protection works.  Services included assistance in pre-tender procedures and tender evaluation, supervision of quality of works and quantity measurements, management and administration of 5 separate construction contracts and assistance with contractors claims.

SAVAI'I ROAD DESIGN PROJECT (1990)

Client:  Public Works Department

Detailed survey and design of road rehabilitation and improvement works on the main east and north coast road of Savai'i with a total length of 115 km.  The works, which also comprised of 15 km of new road, included drainage, fords, culverts and 7 bridges, and foreshore protection works.  Services also included investigation of road construction materials, and preparation of tender documents based on FIDIC conditions.

BROADCAST TRANSMITTER PROJECT (1988-1990)

Client:  Australian Agency for International Development (AusAID)

The project involved the relocation of the Western Samoa MW broadcasting system, Radio 2AP.

Services included signal surveys, geological studies, appraisal of report proposing relocation, recommendation of implementation strategies and preparation of cost estimates for the supply of 3 transmitters and associated equipment, diesel generator for standby power supply, 120 m mast, and studio facilities.  Subsequent services included the preparation of tender documents, tender resolution, project management, and supervision of the construction works and the installation and commissioning of all equipment.  The commissioning was followed by a survey of broadcast coverage to the more remote areas of Western Samoa.

ROAD FEASIBILITY DESIGN STUDY (1989)

Client:  Australian Agency for International Development (AusAID)

Feasibility study for the reconstruction of 73 km of roads on the islands of Upolu and Savai'i.  Services included social, geographic and qualitative economic examinations, engineering studies and economic evaluation, preliminary design and costing of road, bridge and drainage upgrading and rehabilitation works, economic cost benefit analysis, and recommendations for reconstruction by local contracts under a staged sequence of implementation.

WORKSHOP APPRAISAL (1987)

Client:  Australian Agency for International Development (AusAID)

Appraisal of assistance required for the Public Works Department's Mechanical Workshop in Apia.

REFIT OF DREDGE 'PALOLO' (1987)

Client:  Australian Agency for International Development (AusAID)

Supervision and assistance in the repair and rehabilitation of the Public Works Department's dredge M.V. Palolo.

PORTABLE CRUSHING AND SCREENING PLANT (1980)

Client:  Australian Agency for International Development (AusAID)

Preparation of specifications, tendering, procurement, inspection and shipping of a portable crushing and screening plant.

WORKSHOP AND ROAD MAINTENANCE PROJECT (1974-1980)

Client:  Australian Agency for International  Development (AusAID)

Study and advice on the establishment of a central Workshop/Stores/Maintenance Centre and subsequent project with the principal objective being the supervision and training of road maintenance units and workshop and field maintenance groups within the Public Works Department.

SMEC undertook the study and was subsequently responsible for the implementation of the Project.   Services included: project identification and management; procurement of plant and equipment; detailed geometric, pavement and structural design; investigation into the use of indigenous pavement materials, including sands and coral aggregates: construction supervision; and the training of counterpart personnel.

A modern workshop complex was established and significant improvements achieved in the maintenance, upgrading and rehabilitation of Public Works Department plant and vehicles.  A program for the maintenance and rehabilitation of existing and future roads was implemented, and practical training was provided for the workforce on construction of access roads into village plantations on both islands and reconstruction of a 12 km section of a main highway.

EQUIPMENT FOR VILLAGE ACCESS ROADS (1978-1979)

Client:  Australian Agency for International Development (AusAID)

Preparation of specifications, tendering, procurement, inspection and shipping of earthmoving plant and equipment to be used for the construction of village plantation access roads.

CONCRETE PRODUCTS PLANT (1978-1979)

Client:  Australian Agency for International Development (AusAID)

Preparation of specifications, tendering, procurement, inspection and shipping of a concrete products plant for the Public Works Department.  Services also included assistance with commissioning and with the manufacturing of the initial culvert pipes.

TRAINING ROAD MAINTENANCE UNITS (1972-1974)

Client:  Department of Foreign Affairs, Australia

Supervision of the operations of road maintenance units and workshop and field maintenance groups, including provision of on-the-job training in all aspects of road maintenance and maintenance/repair of plant and equipment.
