VANUATU URBAN INFRASTRUCTURE PROJECT (1998-2001)

Client:  Public Works Department

Investigations, design, documentation and supervision of the improvement and rehabilitation of urban infrastructure in Port Vila and Luganville, covering water supply and drainage improvements, replacement of an existing causeway with a new bridge, traffic planning and intersection improvement, road rehabilitation, and wharf rehabilitation. Services also include environmental impact assessment of the causeway replacement, and benefit monitoring and evaluation of all project components.

SCHOOLS AND USP SANTO SUB-CENTRE PROJECT (1994-1997)

Client:  Australian Agency for International Development (AusAID)

Overall direction, as Managing Contractor, of a team of associates responsible for implementation of the major upgrading of education facilities in the Port Vila area (4 primary schools and a training centre) and the construction of a university sub-centre on Santo. The work scope included design and documentation, tendering, contract administration and construction supervision, and commissioning. SMEC was also responsible for the procurement of education furnishings and equipment, and educational aids.

VANUATU SUSTAINABLE FORESTRY PROJECT (1995-1996)

Client:  Australian Agency for International Development (AusAID)

Management of the detailed design, documentation and supervision for the construction of Forestry Department housing in a number of locations throughout Vanuatu.

PWD TRAINING PROGRAM IN AUSTRALIA (1994)

Client:  Australian Agency for International Development (AusAID)

Design and management of a 6-week training program in Australia for a roadworks supervisor from the Public Works Department, covering the aspects of supervision and inspection of road construction projects using bitumen or macadam/asphaltic pavements. The program included on-the-job training at ongoing SMEC projects and attachments with a bitumen equipment manufacturer and with a road surfacing contractor.

CYCLONE RECONSTRUCTION PROJECT (1988-1993)

Client:  Australian Agency for International Development (AusAID)

Project management of the construction of a new head office building, workshops and stores facilities for the Public Works Department following the destruction of various government facilities by Cyclone 'Uma'.  Services included identification of user requirements, structural design, preparation of contract documents, prequalification of tenderers, tendering and tender evaluation, award of contracts, contract administration and construction supervision, quality control, monitoring and reporting of financial and physical progress of the works, procurement of equipment and tools for the workshop, establishment of procedures and systems for operation of the stores, and provision of on-the -job training for workshop personnel.

RURAL SANITATION PROJECT (1989)

Client:  United Nations Capital Development Fund

Provision of specialist to undertake a project formulation mission and preparation of project design documents for a rural sanitation project involving the introduction of improved sanitation facilities in the form of pit latrines, and health care awareness and training.

TANNA AND EFATE ROADS STUDY (1987-1988)

Client:  Ministry of Transport, Communications and Public Works

Feasibility study for the reconstruction of roadworks damaged by cyclone.  Services included the assessment of damaged condition, identification of improvement measures for evaluation together with cost estimates, and detailed economic analysis, preliminary design and preparation of a staged implementation plan.  Recommendations were made for rehabilitation of approximately 100 km of rural road and replacement of 6 bridges.

EVALUATION OF AID PROJECTS (1987)

Client:  Australian Agency for International Development (AusAID)

Identification and evaluation of possible aid projects following damage caused by Cyclone 'Uma'.

HEAVY WORKS UNIT PROJECT (1976-1981)

Client:  Australian Agency for International Development (AusAID)

The project involved the establishment of a Heavy Works Unit to construct new roads to rural road standard, upgrade existing roads and tracks, build new airstrips and rehabilitate existing airstrips, and to assist with community projects such as garbage tips, copra docks, water tank installation, cartage of timber for schools and missions, and clearing and levelling of community areas and building sites.  It also involved a rural water supply program which provided water to 27 villages throughout the islands.

SMEC was responsible for establishment of the Heavy Works Construction Unit, purchase and supply of plant and equipment and supervision of the operations of the Unit, as well as provision of materials for construction of simple self-help water supplies in remote villages and assistance with the organisation and supervision of these works.
