We currently have an opportunity for a well experience
Project Manager to join our team in Hydro Electric Power Project in India.
The ideal candidate will possess strong Project Management
experience, encompassing administrative and commercial aspects. The key
responsibilities include:
- Obtaining and reviewing project schedules submitted
by EPC Contractor and E&M EPC Contractor;
- Reviewing and approving construction methodology
submitted by EPC contractor;
- Assisting Client in resolving design/contractual/site
related issues, advising client on solution for possible problems and
delays that may arise during execution of the project;
- Coordinating and interfacing activities between
various agencies;
- Attending regular co-ordination meetings and advising
client on the construction activities at site;
- Holding regular Project Related Meetings (PRMs) and
site coordination meetings with various agencies and to resolve any
issues to ensure timely project completion;
- Reviewing of construction drawings in order to ensure
they are in compliance with technical conditions and requirements which
are specified in approved technical design documents and other technical
design documents before Client signs for approving them;
- Proposing adjustments and modifications, if
necessary, in order to solve related issues;
- Checking and supervising in order to ensure optimum
efficiency in terms of quality and schedule and cost, and proper
interface with associated works;
- Checking and proposing solutions for relevant issues
in order to ensure optimum efficiency in terms of quality and schedule
and cost; and
- Presenting and explaining related issues to local
authorities when requested by the client.
An exposure to international funded projects and with
professional registration will be an added advantage. Excellent in
communication skills including written and verbal; professional report
presentation is essential.
The Project Manager must be a qualified professional in
Civil Engineering with no less than 20 years total experience with a strong
dam engineering background particularly in several large embankment and
concrete dams and hydropower projects. Candidates with professional

SMEC is bidding for a proposal as Management Consultant for
major expressway/highway construction project in Southern Sri Lanka. The
role of the consultant will be to support the Client in managing a number of
highway construction contracts being supervised individually by supervision
consultants. The project comprises coordination between the Client, various
agencies and donor agencies and will overlook the overall project
implementation funded by a number of donor agencies and Govt. of Sri Lanka.
A number of key positions are vacant on this challenging
project, as outlined blow:
Team Leader
Duration: Min 24 months from Jan 2009
The position will be responsible for overall management of
the program and report to the Client on all technical and administrative
matters. Responsible for ensuring that all construction packages are
completed on time and advise the Client on contractual matters. Desirable
criteria are:
- Senior Highway Engineer, Project Manager with
Bachelor’s Degree or equivalent in civil engineering
- At least 15 years experience of highway construction
in senior roles
- Experience in southeast Asia is highly desirable
- Proven record of managing major international civil
engineering or highway works including works funded by a major
international lending agency
- Experience in FIDIC contracts
Financial/ Accounting Specialist
Duration: About 3 months from Jan 2009
Responsible for developing an appropriate system for
processing of Engineer’s Certificates of civil work contracts and monthly
invoices of supervision consultants and keeping up to date records of
commitments and disbursements.
Desirable criteria are:
- A qualified CIMA or Equivalent Accountancy

- Experience in developing an appropriate system for
processing of Engineer’s Certificates of Civil Work Contracts
- Experience of 15 years is required with at least 10
years in the field of accounting in contracts.
- Experience in latest computer accounting package in

Operations and Maintenance Specialist

Responsible for developing an appropriate approach to
operating and maintaining the project expressway, establishing and

areas and other facilities in the expressway.
- B.Sc. Degree in Civil Engineering with 15 years
experience
- At least 10 years should be in the field of operation
and maintenance of expressways.
- Experience of all types of expressways operated, on
BOO/BOT system on Toll collection.

Years of conflict in Afghanistan have resulted in a
government with a deeply fragmented administration, poor policy management
capacity, outdated administrative and financial management systems and
enduring capacity constraints.
Taking into account the significant lessons learned from
earlier reform efforts, the government is now well advanced in preparing a
new Pubic Administration Reform Framework and Civil Service Implementation
Program. The overall objective of the Public Administration Reform (PAR) HR
Training component of the World Bank funded “Civil Service Reform Project”
(CSR) is to support the Independent Administrative Reform and Civil Service
Commission to develop human resources policies and procedures provide human
resource training to ministries and agencies.
The principal role of the Regulatory Framework Specialist
for the PAR will be to draft a number of key regulations, procedures,
guidelines, forms etc., in accordance with the Civil Service Law. These
include regulations on vetting and reference checking, job classification,
promotions, transfers, redeployment and retrenchment, leave, attendance,
contract employees, pensions, and termination.
The suitable candidate will possess the following
experience and capabilities:
- Bachelor and/ or Masters degree qualification in law,
human resource management, MBA or other relevant disciple;
- At least 10 years of experience in legal drafting,
regulatory framework, HRM, etc.;
- Proven experience of ability to build capacity of
local staff in a difficult operating environment;
- Previous experience of working in a post-conflict
country in a similar role is highly desirable; and
- Excellent verbal and written communication skills
adaptable to a variety of audiences.
This position will involve a 12 month intermittent input
